According to research carried out by the editors of TROUW in 2017, child abuse has taken place in the community of Jehovah’s Witnesses in the past. Within the community a legal system would apply in which complaints are dealt with. Reporting would be discouraged. This assumption applies not only to the community of Jehovah’s Witnesses, but also to other closed communities.

On 27 March 2018, the House of Representatives submitted a motion to have independent investigations conducted (Tweede Kamerstukken, Meeting Year 2017-2018, 31015, no. 154).  This study should identify which factors influence the willingness of (ex-) members of closed communities to report and to make recommendations on how to increase the willingness to report.
